it's a rare instance, but even initiates have been hunted before. (although post CU I don't think so, as you don't get force to useyour training saber)
Anyway, briefly, yes. A brand new fresh paddy can be hunted.

Pre-CU, Initiates could actually *use* their training sabers, and could generate visibility -- they would not however be put on the terms. If you generated enough vis as an Initiate, you ended up on the terms pretty much as soon as you got your robes, though this was rare and usually limited to those foolish enough to run around Coronet showing their friends their pretty new glowbats.
Post-CU, the training saber you craft has a Force cost, as does the one and only attack you get, SaberHit (you know, the one that is advertised as NOT having any Force cost?). Welcome to the CU. Since an Initiate does not yet have a Force pool, you cannot use your saber and hence cannot generate visibility -- no Jedi xp for you yet as that is generated by killing things with a nerfsaber, er, lightsaber. Once you achieve Padawan rank, forget the training saber and craft a 3rd or 4th gen saber depending on your Combat Level and the kind of crystals/pearls you have (Force Cost is key). If you choose to grind in a group because you wish to actually *progress* (what a notion, huh?) then don't worry, the visibility will come soon enough. If you choose to grind solo, you can avoid visibility, but at the current rate you'll be collecting Social Security before you finish your template -- current estimates weigh in at about 7 years to complete the grind.
