if your refering to the FS skill, then it comes under Enhanced reflexes, which as you know, Combat xp can be converted for.
The combat exp converts to FS exp & in turn, the FS exp is put into all Enhanced reflexes skills, Including vehicle control.

Do you think vehicle control or some other FS will actually be useful in JTL space?

I was told that it helps out quite a bit actually, which is why I am unlocking it

is it that hard to use vehicles anyway? doesn't seem so for me

The difference is noticable on slower vehicles. On the Swoop, it helps a little. It does give you quicker getaways when you need to escape and you can turn faster.
