To complete the phase 4 crafting quest you need to complete the tracking device assembly kit; however, the parts for it no longer appear to be dropping. None are on the bazaar and only 40 parts total can be found on vendor search.

Basically with these parts no longer dropping, and only a few parts left on vendors (currently on bloodfin there are enough parts for only 2 morepeople to complete the kits) many crafters will be unable to complete the quest.
