Finished quest on main buttook 8 tries.

1st try on alt I went LD. logged back in, and found the commander running from me. Afterrecapturing I noticed he started running while following, and never slowed. So either the getaway or LD causes the comm to run. Unfortunately I noticed his poison timer took a hit cause he died much less than the 1hr. Someone mentioned more times he tries to escape, the timer drops so this could be true.
