I finally finished this mission yesterday, third time was the charm. After reading countless posts and guilds for it, here is what I suggest:

The more people you have, the better chance at success you have. We completed it with 2 Jedi escorts and two level 80's who had the mission. The Jedi cleared the way and pulled any agros away from the person escorting. Fourth person stayed back and was a secod set of eyes on the commander if he tried to run.

Only do the closest base. On Tarq it was Xi. Once you have this shield code scout out a good route from base to village. You can find a valley or pass through all the mountains so you do not have to climb any big hills. I set up 12 waypoints between the two locations so I knew exactly where I needed to go.

Walk (don't run) the entire way. Hold down the shift key and you will walk. Commander stayed about 10-14m behind me almost the whole way.

Every few seconds I would spam for the commander to follow me. Hit the ~ key and it brings up the radial menu if you have the commander targeted. Then just click on two, to repeat the follow command.

Keep the commander target so you know how far back he is, and if he tries to make a run for it.

Doing this, we finished in about 45 minutes. Good luck to everyone who stills needs to do this mission. I know how frustrating it can be.
