Two ways...

1: People finish the quest, and all that happens is the quest says it's finished etc, and they cannot train in the skill they just unlocked.

2. Other people, like me, cannot even start the quest, as Cpt. Sarguillo says "Thanks, etc" and will not talk further. ie: I cannot start the quest, as he won't offer it. Did Ranged speed last phase 4, and now I'm trying melee defence, and cannot start it.

~some days it's just not worth gnawing through the leather straps...

All I can say is that once Serg said thanks i went and trained in Ranged Speed 1. No difficulties noted.

i also was bugged last phase 4 the dev opened it and said i would be able to take another quest lets just hope thats right. Ill find out when the server comes back up and kuari switches phases.
