All the badges look correct.. The only thing I can think of is, does your cousin still have the respec token? If he doesn't take the respec (or just waste it) he will not get the badge for any of the professions mastered, unless they were mastered before the respec went into effect. I would only guess that he has been playing longer than that, but is all I could think of.
Oh, I have also heard that it is possible that the update to Glowing could be a little behind, that is, it may not update right away. I have heard that the Old Man still knows if the force is with you, and can still visit you even though a /check doesn't show it.

Unfortunately he's pretty old skool - Nov 03. He got most those professions pre CU.
But, maybe he didnt use it and his regular badges arn't updating /shrug - i'll let him know
