Where are the Siths that are supposed to be guarding the camps... and where are the random spawns ??

You cannot do the mission right now anyways. You have to take down 5 sith thugs in the mission and since thugs are level 120, they are impossible to take down. They will deathblow anything that gets close in a single shot.
