Well I'm not one who has enough time to cap an entire tree in three weeks, however by forcing someone to only be able to apply XP during the phase they unlocked, you're forcing quite a long wait between unlock periods.
Great idea for those who want to slow down the jedi grind, bad idea for people who are trying to unlock and who don't bank, etc.
Face it, these power levelers will get a rude awakening after they unlock and find themselves faced with the monolithic XP requirements for jedi, and many will probably lose interest if their attention spans aren't that disciplined...

Now, wait a minute (not giving an attitude here, I promise). I am far far from a power gamer. I can and have been able to fill a tree in 4 weeks. The second option, unlike the first, allows banking. You just cant fill until the phase that corresponds with the branch. So technically, it is still possible to grind it all, and unlock each phase.
What these 2 methods primarily do, is require people to give up that 24 points as they go, and not all at once.
Why is it that being able to bank XP is considered a problem? Is it one of those "there are too many jedi" arguments?
