If the server you play on has been restarted, you can initiate your next phase quest
Please read the FAQ's about that here on this page.

Each server changes in different periods. For instance; FarStar can change erm. let's say the 12th of April,

whilst Bria can change the 13th of Aprill

I do not know why it is like that. I can only pressume it has something to do with the Devs.
