Just make sure you are walking around the outskirts of player cities. I got my visit within 24 hours and I was walking around outside a player city.

Its gated...the old man cant visit everyone at once. I would also suggest doing it on Yavin. No Player Cities to get the crystals stuck in etc. The old man will run inside the Imp base on dath also.. but none of the other outposts. just go kill something. he will show up.
