Intrepid is now phase 3. Just went there, saw all of the turrets and the captain is speaking to me again

Gorath seems to be phase 3 now. Whip doesn't offer quests, but says Dageerin could use some help. I didn't accept the quest from Dageerin, but he says he can teach me to defend myself from attacks at a distance.

So how does someone get melee accuracy if they wanted it, which I thought was supposed to come from Dageerin?
