I can definitely say shuttle hopping will speed the old man along. After a friend was bugged, and had about 20 visits from the old man, we're both experts . Each and every time we wanted him to visit, we simply hopped a shuttle, arrived, waited 2 minutes, and boom, there he was. Like I said, we repeated it several (painful) times.
