Flurry won't be any minute now, we won't be till after Server Reset. Chimera and Infinity are the European servers and have different reset times (I assume), it has been stated many times that it only switches at reset

Thats correct. The european server (Chimaera, Farstar and Infinity) have their downtime approximately between4 am - 5 am GMT.
So its early in the morning in europe when they boot. On the other hand as a europeani see the other server go down at 12 am GMT, when we get luch here and you are waking up.

I got into the village last night (Chimaera) and i took some melee speed missions(I think) which involved me using some tracking device to go and find some sith.. is that Phase II? and since i've only doe 3 missions(cause i'm not allowed to do any more) i'm assuming i'll lose my progress there?

ah well.. no point me doing anything till it shifts then.. can i still open Melee speed? or is it something completely new in the next phase?

Next phase means you can't unlock melee speed until phase 2 comes round again. 
Phase 3 Combat Prowess unlock is melee accuracy if memory serves correctly, and the Enhanced Reflexes unlock is Ranged Defense.
