this is absolutely great news. I'm getting the last of my XP today and on Radiant we should switch on the 10th giving me barely enough time to get done. many are going to breathe a huge sigh of relief over this

You do realize that the village is on a timer and not on an exact 3 week cycle... Do you also know that the change to Tuesday is because the timer obviously didn't cycle down to 0 by this morning.... You also had a day and a half of downtime, which pushed the timer to countdown sometime today or tommorrow... and the next reboot won't be scheduled until Tuesday?
There is a possibility that there will be a reboot tonight (4am GMT, or 6pm PST)... but who knows... only time will tell in this case...

yes I noticed this on radiant yesterday but I have no idea if she exists there any other time. Does anyone know if something happened to silvarra? Does she only spawn in phase 4?

Yes, she only spawns in phases 1 and 4. You will not see her any other phase.
