Yes, that is all he gives, Patrol missions. He'll give you 10 missions to patrol 8 waypoints surrounding the city. If you finish the 10, you can do another 10 and then get the Aurillian Banner as a gift. When you are done it unlocks the Ranged Accuracy branch in Combat Prowess. Then just grind away until Phase 2 so you can do another mission and unlock another branch.
Personally I got 4 free unlocks, so I did Sarguillo's missions to get Ranged Accuracy, then in phase2 i'm gonna do Whip's mission to unlock Vehicle Control in the Reflex Tree. Hopefully I'll have enough saved xp to get my exit quest in a few weeks

This is totally correct, but remember you DO NOT have to do the mission 2X to get the force slot opened. You can just do it one time if you wish. The second time MUST be done if you are wishing to get the banner which he speaks of up above!!!

ok i did the misson for whip and i went out there to look for sith camp, and it just poped up saying i completed the misson so i go baack and he is still telling to go find the sith camp, and i have no w/p to go to

psst . . . your sig . . . weaponsmith is spelled wrong 
Oh and once you finish the Sith Camp after the ambush you'll get a WP . . .otherwise you can't get through the veil.

actually you can, i found out you can bring a none FS friend through the vail if they are riding with you on a landspeeder. However once you drop them off I don't know if they can move, my friend couldnt.
