its an ithorian player wielding a polearm.

his client has the jedi weapons hack (no it doesnt hack into giving him lightsaber, it just replaces the brawler polearm weapon animations for lightsaber ones client-side).

couldnt they just delete their jedi and re create as ithorian?

Yes, it was taken at the JTL end of Beta party. I was there and one of the devs was an Ithorian Jedi.
