conceal gets better with the mod "cover" that you get, at master rifle the cover mod is pretty high and nothing ever really aggros you if you are in prone, and smart. But at 0100 you're cover mod is really low and chances are it won't work well for you. Best I can say is try it.
I meant to say that the mod you want is rifle conceal chance, this you get on the first col, so if you had 4100 you might be able to do it.
