Thats correct, you can only do one quest per phase....
My quest log shows that the mission is finished, but doesn't show the unlock for my skill.
Right! Hence why the Captain will not talk to you....
My mission from the last phase 4 shows completed.. and shows the unlock.
Not sure you mean here....You completed 4 missions from 4 previous phases? Your quest log shows them completed? Great...go train novice on what ever you need, then train in the newly unlocked branch.
I went to paemos, I have the 250k FS XP, more than I need to get Ranged Speed 1, and obviously, I have novice Combat Powess.Good b/c that cost 50k or some such...You should have gotten the glowy tube of advnacement when that happened.
The last option when conversing with Paemos only shows the 5 skills I had, not the new one.
Paemos is not the trainer, he only converts XP...He only shows you the 4 lines you can convert against...
I also went to the skill buying guy (forgot his name), and he says I am not ready to learn any other skills. Hmm. Its Nolan...Only a couple of options here...1 - You do not have enought skill points in order to train....I.e. you may have converted the wrong xp... or 2 - you have yet to unlock....Based on your statements above, my guess is #1.
I submitted a CSR ticket, yet no response yet, and I'm really starting to get mad because it's double XP weekend and I'm not getting a chance to grind.
Sorry to hear that...so all your xp is capped right now and you can not convert? Hmm. curious.
If you know what's wrong please post here. Is this a common bug or is my character just messed up?My guess is Neither.

This looks like the Melee Defense Quest from Phase 4...Once you slay all 50 outlaws and 25 pirates - (which will take several spawns unless you are really good) You will get a screen message saying that you completed the quest...much in the same fashion as you get when you complete a mission from the mission terminals...(FYI - everytime you assist or actually kill either a pirate or an outlaw you will see a screen blip that says how many more you have to kill - at least on my default UI settings). Once you kill them all, all you have to do is go and convert your regular experience to FS experience - Theare are 3 types of FS XP....I would recommend that since you chose the Combat Prowess line to unlock, that you convert your xp to that kind of FS xp...Depending on how much you convert you may (or may not) be eligible to train NOVICE Combat Prowess (required 50k FS XP)....You will get the glowy tube of light effect if you qualify for a new level....once you get that go train....in that newly unlocked branch, if you have enough of that kind of xp to qualify for the new level.
If you have still having this problem, post a screen shot of your Combat Prowess template and include a capture of all your Force Sensitive XP.

Actually this bug is common and has been reported by tons of players. Look up top at the known bugs and glitches sticky thread. I'm a victim, too. This morning the phase changed on Naritus and sure enough, it now says that I failed the two missions that until yesterday it said I had finished. What's worse is that I read in one post that a CSR told someone that once the phase shifts they can't set it right and unlock the appropriate branch, which means a whole additional phase for the victims the csr's didn't get around to. I think we should be comped on the subscription for that period, as we're effectively set back in progress that much. Think of the people who were on their last unlocks, for goodness sakes. Now they're twiddling their thumbs for a few weeks? Irresponsible. I'm not slamming the devs or CSR's, programming and quality control on a game this large and in-depth is a monumental task, but I do believe in a fair return for grievances, and it's only right that the people who just lost weeks of playtime be compensated either monetarily or (preferably, in my case) with a free unlock.

i hv summited 5 tics but no response i get from the csrs so far.
i hv completed phase4 quest based on melee def. i was able to be trained to enhanced reflex novice n not beyond despite i hv converted to sufficient reflex FS xp.
from thread above tho i did not receive the aurillan 3/4 gift, i am gonna try clock enuff xp and convert them to combat "powess" xp n try to train for ranged instead.
i thank all bewildered fellow SWG forum helpers n online helpers, that could never understand why we r having trouble n cant get our unlock.
phase4 bug has been acknowledged by SOE in the known issues under ctrlH. they will try their best to help us unlock physically .... we are all still waiting.
Still waiting on a CSR to handle my ticket. I think my server is going to shift phases tomorrow too.
I completed the phase4 mission a few nights ago and ran into the "full plate" issue like many here. I tried talking with everyone, and tried all the possible solutions that seemed to work for some folks. No luck.
As an old player that quit during the hologrinding phase, I was excited more about quest content in SWG than about becoming a jedi in particular. (I never tried holo profession grinding personally..I like blasters ) So, I complete the first few steps, and make my way to the village. Not really sure what to expect, I figure out what phase we are in, and select Melee Defense to unlock. I have to say, I had a blast defending the village, and met some great folks. One of the high points of my MMOG career, and defintely the most "Star Wars-y" feeling that SWG ever provided to me. Blaster fire everywhere, people banding together, falling back under heavy fire only to rally and regroup and return to the fight. A great time...
After several cycles I completed the quest, and stayed to help others with another couple of waves. When I talked to the Captain, and got his message, I decided to check this forum and see if I could make sense out of the issues I was having. Needless to say, I was a bit dismayed.... Not because of the fact that the quest is bugged.... I'm a MMOG vet, and have seen it plenty of times. Not because my quest for jedi just got a bit longer, since my real goal was just to do some fun quests in the SWG world. No, the real reason I was so upset was reading the posts from my fellow players that are in the same boat, and looking at the lack of response, and poor customer service that SOE was providing.
Today, Radiant changed phases, ending my hopes of a CSR unlock, not that I had recieved any response to my ticket anyhow. In light of the CU debacle, and other recent problems, one would think that SOE would re-focus its efforts on retaining the people that have stayed, and keep the ones that have just joined us. Apparently not.
Just FYI, I am a long-standing SOE customer. I played EQ from 1999-2004, tried EQ2 *shudder* , and played SWG for a good bit of time in there too. This is my last SOE product. I'm not here to bash SWG, because honestly, I love the game. Too bad its run by a company like SOE that treats paying customers like this.

had the same issue... CSR responded to my ticket saying it was a known issue that had no resolution at this time... he manually unlocked the branch for me - but didn't fix the quest info...
so when server went to phase 1, i got the standard "you have failed" message... no reward either...
I had this issue and a CSR fixed me about 45 minutes after I sent my ticket. Was a Friday night too. I logged for the evening and Saturday I had a game mail from the CSR. He fixed it up nice for me. He send me the game mail 45 minutes after I created my ticket. Was faster then I thought.
Be sure you fill out a CSR ticket, not a bug report. You will get no response from a bug report and if you do, it'll be days.
