I can solve that mystery for you since that's where I am at the moment.

Answer: Because their templates have no more SP for combat related skills. I'm a crafter and a merchant with some carbineer skills, and I' just got glowie. I'm doing this for the only reasons I can think of; to get another alt to roleplay with in my town and to get som nice FS bonuses to my crafting. As for the Jedi part I care nothing for it, but I'm sure the robe and lightsaber will look good on my display wall.

It's not true for every non-80 who becomes glowie, but at least for me and, I bet, more than a few others...
