easy way to curb the wait for the old man.
log off.
take 3 days away from the game (make sure you log out outside, and in a player city. i usually pick the shuttleport.)
log in after 3rd full day and hang around shuttle for 10-15min (usually alot faster).
the old man will appear within 15 mins of login after you log back in.
works every time. (tested with multiple toons)

I'm absolutely sure i'm bugged due to having my last box trained by a CSR because of the roll back thingie but all my tickets just get closed with the message "There is no set time for the Old Man to come".
He's got until the 16th before my billing cycle ends.
