Remember the old man is used to be a gating factor. Not necessarily gate you, but to eveny distribute new people in the village. Basically so the village does not get lagged out at once.

So give it some time and use the advice given here.

It took two days for min to show

I am one day into waiting for my second visit which hopefully will happen soon but who knows

I got glowy on Saturday, and on Sunday, right outside of Bestine (around 100 m from the city limits), while in combat (with a greater desert womp rat), the old man appeared to me. I didn't see his initial message to me until I looked through my log afterward. I would have missed him entirely if I hadn't looked around before moving on togo kill something else.

Of course, this doesn't help you much. But I'm not sure staying away from cities or out of combat is necessary.
