Technically, if you were to complete your 1st phase on the last day before phase change, then complete your last phase on the first day after change, with 3 weeks/phase between each for the other 4, then conceiveably you could complete it in 13 weeks, given 2 days for the old man at the beginning, and 2 days at the end for the old man, then killing mell, and completing your padawan trials.
