I didn't realize the quest is broken. After completing the ranged speed task I got the "thanks, now get some R&R" message from Sarguillo which I understood as "come back later for more" (whatever that should be) and no unlock.
Well, I guess it's write-another-ticket time...

If Captain Sarguillo gives you that message, it means you can go talk to Nolan to unlock. However, you have to have enough force sensitive xp (50,000) to get the novice box. Covert weapons and combat xp at Paemos and then make sure you have enough fs xp. Then, talk to Nolan to train. Good luck,

After I killed the required numbers of outlaws and pirates, I talked to the captain. He gave me the well done, get some r & r, message. I converted weapons and combat xp to fs xp. Next, I went to Nolan and he trained me. Just had a thought, do you have your crystal in your inventory? If not, get another from Rohak. If you already have one, try getting another anyway. Maybe you first crystal is bugged.

Nope, it definitely is bugged. I have more than enough fs combat xp left (and have the novice box), but Nolan won't train me. Anyways, as far as I remember, the quest-giver (in this case Sarguillo) is supposed to unlock the corresponding branch, isn't it?
