There is a time... standard maintenance reset, the next one of which is 4am (UK time) Saturday morning.
We had one at 4am this morning, but obviously enough time hadn't passed for the phase to change.
EDIT: FULL EXPLANATION!
There are 3 maintenance resets a week. Saturday, Tueday and Thursday. These happen at (using UK times) midday for US servers, 4am for Euro Servers (Chim, Far, Inf).
They only change if a patch or publish is pushed out, in which case the Euro servers reset at the same time as the US servers... eg Tuesday for Pub 20 our Euro reset was midday to apply the publish at the same time as the US servers, not our normal 4am.
