Yes, you can use this thread to see if it has shifted but if you don't see it here, then why not show some initiative and go look for yourself?
And *then* you can make a post whether it has been shifted or not. Honestly, I find those "Can you please do the stuff I should do" posts a bit irritating. Besides, they miss the purpose of this thread.

There's a much easier way without even GOING to the village...
If you log in, and you get a message "You failed in your mission to protect against the Sith Outlaws/Pirates", then that's your indication that your server has switched. This only happens with toons that are force sensitive.
Don't get confused with your mission to kill 50/25 sith as that doesn't have to do with the overall storyline behind the village. You will ALWAYS fail... Otherwise, the phases never switches.
