At master I think its been said that your weapon would have to be pretty darn slow to not swing it every second, basically just hope for damage slices, because even a 3.5 spd weapon youll swing at the cap.

With Master Brawler and Master Fencer, onehanded weapon speed is 95.
I have the calculation as modified speed = speed*(1-speed modifier/100).
This makes anything up to a speed of 20 brought down to the current cap, which is 1.
20*(1-95/100) = 20*0.05 = 1
Without Master Brawler, onehanded weapon speed would be 90, there fore the maximum speed to be brought down to 1 would be 10.
10*(1-90/100) = 10*0.1 = 1
Strange what a difference of 5 makes at that level, but what weapon has a speed greater than 10?
If they bring the cap down to 0.5, which has been talked about, that would make the max capped speed as 10 with master brawler & 5 without.

Your calculations are incorrect. You neglected to add the special attack speedmodifier. Each special move has a speed modifier, and they are all greater than 1, thus adding more delay, i.e. slowing you down. Still, the slowest weapon I have is a 3.5 speed gaffi stick, and I hit the cap with it. As a master fencer, you don't really need to worry greatly about speed.

I need some sort of clear answer, my acklay gaffi stick got an insane damage slice and is 4.0 speed. I do fine with it at master.

Actual Weapon Minimum Damage = [Weapon Min Damage] * [Special Attack Damage Modifier]
Actual Weapon Maximum Damage = [Weapon Max Damage] * [Special Attack Damage Modifier]
Actual Speed = ( (100 - [Character Speed Skill Mod] ) / 100 ) * [Weapon Speed] * [Special Attack Speed Modifier] \\ Cap = 1.0
Actual Average DPS = [Actual Weapon Min Damage] + [Actual Weapon Max Damage] / 2 / [Actual Speed]
* Character Speed Skill Mod @ Master Fencer = 90
** DPS is before armor piercing, mitigation, etc.
Thus, in order to reach the cap as a Master Fencer with a 4.0 speed stick, you must use a special move that has a 2.5 speed modifier or lower. Having said that, I can not find any data on special move speed modifiers, but it is extremely doubtful any of the fencer moves have higher than a 2.5 speed mod. For comparison, carbineer special moves do not have any speed mods higher than 2.5.
