But, i was thinking of going-
Master Smuggler
Master Pistoleer
Fencer x/x/x/x
I can go up three full line of fencer with this and i would like to know what you experts thought would benefit me most.
Please keep in mind i am now willing to sacrifice Master Smuggler.

Sounds like you would be dabbling in fencer if you ask me. 
j/k...anyway, I would say 4400 in fencer would help the most.

If you can pick up 3 full lines, Id go 4/4/4/0/
First line gives you melee and ranged defense, second line gives you speed and third line gives you state defenses and dodge.
