hopefully this will apply to NPC's so we can get the occasional dodge against that SBD's 40000000 accuracy.

Some notes summarizing what I've read so far:
The change applies to all combat--In the current system, the defender has a random range for his defensive "roll," and the attacker has a range for his attack "roll." If the attacker's minimum possible attack roll is higher than the defenders highest possible defensive roll, then the attacker will never miss. This is what they are trying to address here. In this new system, even if there is a big difference between the attack skill versus the defense skill, there is always the chance of a hit.
It's still in testing-- Right now there are a lot of concerns that it isn't working properly. It sounds like it needs some fine tuning. People are missing easier mobs and getting hit more often.
I may be misunderstanding the idea, but it seems to be to address the fact that Jedi have lower accuracy.
It sounds like we may get some benefits while fighting high-end mobs as a by-product of this effort, but it does not sound likethe complete revision that the combat balance will be.
