how many points in AA's and CA's does it take to be capped in 1h speed and 1h acc?

+25 is the max you can have for 1 stat on any tape. There is also a 1 second hard cap on speed so I'm not sure what you would need to speed cap you on your weapons. Accuracy always helps and I am pretty sure there is no hard cap on accuracy.
