Excellent (if incomplete, at the moment) info!
Looks like we all need to try the quest ourselves, and get a bigger data set before we decide the quest is definitely buggy or not, eh?

This is the information that I managed to dig out of client datafiles and my pure, unadulterated speculation on how to get the thing.
Information on the mace
weapon_name.stf: Savage Blackmetal Mace
weapon_detail.stf: A prized weapon of ages past. The weapon is well-worn which suggests that it has seen many battles and was created out of tough, black metal. On the handle, a small plate can be seen, inscribed with the name "Justicator".

This is a hacked up picture. That is the mace my character is holding but I don't actually have it in my inventory.
How to get the mace (speculation)
The various quests you get sent on after the election bring the chance to lootz stuff to trade in for rewards.
Tusken head gets you the lithitanium rifle. Smooth stone gets you the lithitanium carbine. Carved stone gets you some armour. I am unable to find anyone claim to have got a reward for turning in "rare bones" from Tuskens. Nor was this chap.
I hypothesise that we must first vote Sean into power, allowing a particular merchant to spawn who wants Tusken bones. This chap would then hand over the mace.
conversation/sean_questp_market.stf: Our little market is tucked away in the city, but provides wonderful rewards for brave acts. I think some of the merchants here are looking for rare bones. Not sure where you'd get them from. But someone mentioned Sand People. Does that mean anything to you?
Then maybe we have to vote Victor in to pull some "kill Tuskens" missions. Or perhaps not. I believe Sean can send you to kill 'em too. Someone clarify please.

Victor won the last election on Ahazi and after running around Bestine talking to random NPCs I have actually seen the chap who says the stuff quoted above. I haven't seen anyone claiming to want bones.
All the above could of course be nonsense. If anyone does know about the bones then speak up so we can eliminate them from our enquiries.

Thought this warented a seperate post.
Here is what I can say.
It is a quest reward somehow linked to the Bestine Elections.
It is not a schematic for a weapon like the Scythe reward is.
It requires more than simply voteing in the election, and it seems more perhaps than simply doing the subsequent quest.
There may or may not be something preventing it from being rewarded. (This from the numberous people investigating it including me.)
It is worth the effort.

Has anyone ever gotten a 'Crude Stone'? It is in the .tre files, along with the other two.

Being something of a weapons collecter, I'm gonna find this thing come hell or high water! And if it's worth it in the way I'm hoping Minerunner means, then I'll be going fencer.

Yes someone has got so solve this mystery. The bestine elections are coming up on my server so I will try to experiment and see if those merchants are still there. Wow dose this thing look nice. I can just wonder what the stats will be....

Ive seen the dude that is looking for "rare bones" and I used to think he wanted the Krayt skull, but he doesn't. So the tusken bones are probably what hes lookin for...
