binding strike currently does not work in PVE.....only in PVP

It says it's supposed to reduce the target's Action Regen rate, but I haven't seen any change. I was on the vette last night and it seemed to have no effect on my target's actionpooleven when it had the cool binding icon on the target. The target was action regen rate was faster than mine.
