Whats is the better template for pvp,and then whats the better template for pve

Fencer as a profession isn't much in PvE, since the damage output is quite low, so for that TKA would be better.
PvP is where fencer seems to do better, due to the state defenses and dodge.

master pistoleers/master bh's will get owned by any melee class that knows what they doing

I would go with master fencer, pistoleer 0043, and bh pistol 4. It gives you good defenses and much more speed than just master pistoleer.
