Sorry if this question has been asked beforebutI couldn't find it anywhere. So if your a master fencer and using any NORMAL, master weponsmith made wepon then you should be hiting at 1 second all the time. But if your blind/stuned/intimidated then your speed is decreased. An example: when I was a trandoshan MTK and master brawler ifI was stuned/blinded/intimidated I would hit at about 2-3 seconds during duels. So my question is if you are master fencer/master brawler would that be enough to put you at speed cap even with blind/stuned/intimidated? Or would you need SEAs or FS speed? I've heard people say fencer is speed caped and speed SEAs are worthless but they never talked about if you have states applied or not. Just trying to decied if I should try and find some speed SEAs or not.

those states only affect accuracy and damage output..not your attack speed

i think you've been dreaming the 2-3 attack speed thing or it had another reason

there is no such thing as a attack speed decreasing state
