All none weapon specific mods stack. This includes all the defense vs, melee/range defense, pistol/fencer dodge, carbineer/two-hand counter and rifleman/pikeman block.

With that said... they stack now but don't expect it to stay that way forever. While no time has been given and no changes have been made on TC, this will eventually be fixed in some shape or form (probably the combat pass).
