This didn't seem to fall into any of the standard template categories, so I thought I'd ask.

Which is more useful to get first for PvP: 400x for overall defense, or 004x for state defenses?

Well, depends on whether you intend to master or not, if you do then I suggest doing 040x first then 004x. But if your just building a stacker template, then do 004x cause that where your melee dmg mitigation and state def's are.

melee/ranged defense is basically how many times they can hit you, not the damage btw

id say get the speed first to fly up state defenses (gotta hate dizzy/stun) and then go for m/r defense.
