As a SEA or AA yes it does work. The only mods that don't work are ones which aren't represented in the Fencer Skill Tree.

You may only get +25 from tapes for any skill mod. But that isn't what we reffer to as a cap normally.

so is 1h dmg every being put in again? or arent they worth saving?

ive heard diff things on that subject, i have a badazz mind poison lance that has polearm dmg mod on it, but unarmed is the only class that gets a real dmg mod i think thats cause when u are actually unarmed ur fists just have a set dmg that needs to get modded since u cant buy new fists, lol, but i heard there were in at one time but were taken out, and will prolly be goin back in at the CURB but seein as im not a tester *pout* and im not close enough or dont have enough black mail on someone that is a tester to get them to tell me the truth everything im sayin is just kinda speculation and "i heard from a friend who has a friend whose older brothers roommates sister inlaws brother is a tester" kinda info
