Yes, but when dealing with 600 Max or better batons, who cares if it only does 300 damage +modifiers? Still too much for a fencer. I MIGHT lean towards 300 AFTER modifiers if it was a Master level weapon, but have every fencing wannabe witha mega stun baton at novice?

These bones arrived at a time when stun was one of the last damage types that could get through even the most mediocre composite armor, and actually hurt the buffed player wearing the armor.
I hope they address composite armor and buffs soon. I think there's some great depth in the fact that different damage types are required for different types of PvE opponents. However, when other players in PvP are vulnerable to only one or two types of attack, it has an adverse effect on the game. Remember how people used to layer heat for the chest to deal with the pre-patch Krayt FWG5s? I was sure everyone was a pistoleer back then.
The thing is, when having 40% stun armor plus a stun-resist PSG becomes the standard, and after all the damage types are covered by armor-- the last bastion will be Combat Medic.
The bones already got nerfed, the 2 days where the bones were was also the same 2 days where the ackley would spawn over and over, so there were a decent aout of bones to be had (1 in 4 chance of soem type of bone per spawn) So camping it on a server during those 2 days for every 2-8 ackleys killed would yield at least 2 bones. Also the thing is not THAT hard to kill when al the other critters down there aggro it as well and help quite a bit.
So per server there are a limited few people who have wicked batons. They are considered a EXPLOIT and you could be banned for having and/or using them. At a minimum the weapon would be destroyed by the csr's
