we only have ONE armorpiercing weapon, the Vibro blade, with light armor piercing. harsh.
This is something you can do for yourself. Take the min-max damage of the weapon, add them together and divide by two to get your average hit.
(Min+Max)/2=AveHit
Then look at the speed (Delay) of your weapon and multiply it by your One-hand weapon Speed modifier as a percentage. IE: OneHanded Weapon Speed +60 = 60%..... or x0.60
If the resulting number is less than 1.0, round it up to 1.0. This is your true speed/delay.
Divide the AveHit calculated above by the caculated delay. This is the average damage per second this weapon will do in your hands. (Barring special attacks, your opponent's defenses, and the AP of the weapon.)
Then look at the speed (Delay) of your weapon and multiply it by your One-hand weapon Speed modifier as a percentage. IE: OneHanded Weapon Speed +60 = 60%..... or x0.60
Unless my math is way off, your formula would have better fencers doing less and less damage. As your speed bonus increases, your calculated delay becomes bigger and bigger. For example if your weapon had a speed of 3 and your 1-handed weapon speed bonus was +60 then your calculation would lead to a calculated delay of 1.8. But if the bonus was only +25 then the calculated speed on said weapon would be 0.75 rounded to 1. It seems to me that as a fencer gets faster he/she will be doing less damage based on your calulation.

You are correct. I posted that in a hurry on my way out the front door this morning, and just goofed. I left out a step. What that should have read was:
"Then look at the speed (Delay) of your weapon andmultiply it by your One-hand weapon Speed modifier as a percentage. (IE: OneHanded Weapon Speed +60 = 60%... or 0.60 reduction factor.) Take the resulting number and subtract it from your original delay to get your effective delay."
For example: A weapon with a listed speed of 3.6 wielded by a Fencer with a speed modifier of +60 would produce a final delay of: 3.6 - (3.6 x 0.60) = 1.44 speed.
