I know they're not skirts and I know i sound like a newb, but what is it that I see alot of pvpers wearing? Looks like a black wrap or skirt. Someone please tell me!!

Two toned skirt is the most common male wearable skirt type. (It can be made single color)
They wear it because they are exploiting a bug wherin no player or monster type NPC hits target arms or legs (any hit to leg defaults to foot area and any hit to arms defaults to hand). NPC humanoids can hit those locations for some reason as is intended.
They don't wear arm or leg pieces to avoid the mind cost of their specials (buffs handle the Health and Action costs fine however music buffs are not quick enough for most of them)... and since there is no drawback to leaveing those pieces exposed they go for it.

Is it the same thing with paramilitary camos? (so many wear those too)
And will this be fixed in CR or b4?

Yeah it's because Bio clothing modifications can be put in camos (don't think the skirt can take good BE additives) but in either case it's a place to put SEA's which are the staple of those PVP'rs.
I cannot comment on when or if it will be fixed... though I suspect it will not be an issue after the Combat Upgrade... of course some other bug will always rear it's ugly head.

BTW. these skirts.... are we talking about
a) Two-tone Formal Skirt
or
b) Wrapped Skirt
or both?

Ilike them for the look. And i just want to point out (not that i think Minerunner was implying it) that wearing a skirt does not, necessarily make you an exploitor.

Actually I believe TK's would be more inclined to wear robes instead of dresses...err skirts. Might as well wear hawtpants or an extremely revealing skirt. Most of them just want to prove they do have a feminine side

Exploit you say?
Let's see, try wearing full armor as a twilek and then actively pvping.

The Truth about the skirt wearing comes from Dantooine.
The Trandosan NPC's near the jedi Temple all walked around bare chested and wearing Red Skirts looking all bad ass and then people copied the Hawtness that is Trando!!
Also with the armor.. I thought the bug was that you only need to wear any given peices of Armor to get full protection.. on my fighing toon (female human) I like to wear my Extreamly revealing skirt, Chest plate (matching of course
) and left/right Bracers. I do it simply for the look.. I usually hunt NPC's both human and animal and don't seen to notice a differance between the damage i take from either....
I really hope this is not considerd an exploit... I like that people are now experimenting with Armor Combo's

Actually the earliest origin of the skirted Fencer that I know of comes from SWG Beta 3...
I, with one of the first few master tailors of Ahazi, sat down and worked out a "look" for my Zabrak, before anyone had figured out that some skirts were male wearable, I was hopeing they were. I think there were only two skirts in the game besides the wrapped skirt at the time and only the wrapped skirt and the pleated skirt were male wearable. (Two toned skirts haddn't made it in the game at the time.)
So I got a pleated skirt (black), a belted vest (black with purple belt), a plated necklace, Purple padded bracers, left chitin bicep, black boots I can't remember which kind, and Ubese Gloves. All on a Dark Skinned Zabrak with a metal plate white hair topknot. Oh and a gold metal braclet and the swirly silver one. For when I took off the bracers.
Afterward I expanded this outfit to be white based instead of black, and had several outfits of varying color coordination. It was so new an idea that players thought I was playing a female toon because they didn't realize some skirts could be worn by men.
