IMO Stry'ker's is the only place to buy any weapon and he has some great Melee weapons. He's also created me a personel Rykk blade with the best unsliced stats/HAM i have yet to see on Eclipse. I've placed his sig below for your convienance.

I have not checked recently because of technical problems and an alt in another galaxy, but offhand I would saythat you should check at leastKanae,Dominous and Sredna as well. There is also a good smith near Bestine (the name eludes me at the moment) who does custom work. If you email in game I can send waypoints.
