Hi I was wondering how the heck do i find out the delay modifiers for the fencer special attacks?

Master fencer caps on speed therefore all hits = 1 second i think

No you misunderstoon the entire question I asked how do I find the speed modifiers also known as delays for the special attacks like Hit3? I wanna make sure the info im getting from people is correct.
