You don't need to clear the combat queue. Otherwise you'll interupt any chains you have going every time your cob kicks in. CoB initiates outside of the combat queue, at least as far as I've experienced.

..and cob doesn't initiate outside the combat queue. You'll have to wait for all of your specials to pass before it starts up again.
Very handy.
