I hear this is possible with some of the bones. My question is, if your min damage is higher than the max damage, is your damage fixed?

no, as of now, the min is higher, and it bypasses all mitigation, pretty lame, eh?

I did not know it bypassed mitigation. That makes sense though because mitigation reduces the damage range used. If the min damage is higher than max then you have a damage range of 0.
I guess I need to rephrase my question though. I was thinking that if the min damage is higher then that value should always be used in the damage calculation. So that would mean damage for a given special using a weapon like this should stay static. Is that the case?

Nope what Blarin said, if min is higher than max, the damage is not static. I believe when calculating DPS, it takes the average of the two numbers. My baton for instance is 270-220. If I use a powerup, it is 270-271. Then damage iswill vary 1 or 2 numbers making it very static.
