Do fencers have an attack that hits the mind pool?

Scatter hit doesn't single out the Mind.. but it does hit all HAM so you will be chipping away at all three.

Its not really an attack, but I have a Janta Knife with a mind poison that works great :-) Drops on Dantooine from the Janta.
