Ok, please forgive me if this idea has been mentioned already. I have been a Master Fencer for quite some time now, but I rarely visit the Fencer Forums (yes I should be flogged for this). However, here is an idea that just hit me.
Fencers in my opinion rely on precision attacks. Unlike a Swordsman that swings for max damage, we are able to hit with focused attacks. Attacks that should be able to target specific areas on our opponent. Areas such as resists.
What I propose is that Fencers be given the ability to whittle away the resistances of a target with precision strikes that target an enemies Kinetic resists. For example, I go up against a Deathwatch Bloodguard who has a Kinetic resist of 80%. As I use my Precision Strike to target his Kinetic Resist, I am able to lower that from 80% to 0% kinetic resists at which time I am then able to switch to a weapon that does Kinetic damage. I should also mention that it perhaps should require a specific weapon to lower these resists, a weapon that should only be available to masters to prevent dabbling. And you should be able to target different resists. Perhaps you should only be able to reduce one resist on an NPC as opposed to being able to reduce them all. For example, if you start to whittle away the Kinetic resists on a Krayt, then you cannot switch over to Heat resists. Choose one resist and stick with whittling that one away. This would give us a more valuable role in a combat situation other than merely tanking for everyone else.

Nice idea, but I don't know about dropping the kinetic resist down to 0%. I think a special that had the chance of lowering the kinetic resistance of the mob would be nice, but to drop it all the way down to 0% I don't think the dev's would ever go for that, I don't think it would be very balancing. I mean say you PvP a lot and use it, then everyone with 90% kinetic resist armor would cry nerf. It would make Fencers just to overpowering.

I could see this having a place in the game and even see the Devs offering it as an option but the problem I see is that it doesn't sound feasable within the context of the game engine.
Mobs are static creatures with a listing of static values, damage/speed/evasion/resistances.
I'm not sure how easy it would be to code in a system that would change any static modifier into a dynamic modifier.
Even if it could be coded in I bet the first bug we would see would be those resistances raised instead of lowered.
SBD's would become 190% resistant to Kinetic...
And that is something that could likely cause a server crash.
Server crashes are bad m'kay.

Yah how would you like to take 90% of the damage you deal out just before the whole server crashes.
Those are the things that cause time rewinds... god forbid your up top and cause that while some MAS is down in the basement makeing Mando Armor... he'll have a coniption.

Thanks for the feedback guys. I usually spend all my time in the Ranger forums, but I will make a point to hang here a bit more often.
I intentionally went overboard with the suggestion that the resists could drop down to 0%. I tend to shoot for the moon and pull back when necessary.
When I think of fencer and our ability to dodge a great deal, I think we need something else to give us an bit of an edge in combat. As it stands now, we are merely dodge machines, as our status effects seemingly aren't as effective as they used to be. While I hope they fix this, I am also hopeful that we are granted something that will make us more desired in a group as well.
I would think that the ability to reduce resistances in PvP would be greatly reduced than it would be in PvE. Obviously, there would be a great cry of nerf if we were able to permantly reduce someones brand spanking new Composite armor down to 20% kinetic. Perhaps it could be a temporary reduction in their resists as long as they are in combat with us. Much like our HAM, it could regenerate back to a decent level, but while fighting us, if we lower it down to 30% we can take advantage of the fact that our enemy now has only 30% kinetic resists and take him out much easier. After the fight though, his armor could return to its former state.
Anyway, just some thoughts and ideas thrown out there for everyone to consider.
Off topic, is it safe to assume that Duel Wield will be making its way into game in the Combat Balance? I would think so, as it seems to be the perfect time to introduce it.
