+25 is the hard cap you can get from any (one, or total number of) attachments. So, Having that +89 inj/wound from all that bio gear, wasted guys, +25 is all that counts.
Now, what your asking (i think) is your saying Rifleman max's speed with +10 above the master. Yep thats cool. Fencer max's at footwork 4 for everything except scatter hit, that max's at Master.
So, 1h +Speed attachments are a complete waste, ONCE your master, however getting TO master, a +10 would be a huge help, until oyur footwork 4, then its a waste. No, you dont use scatterhit in PvE, well not a smart fencer, high mind cost
I think what Vincentarasin is saying is that, yes, you can get another +25 in total skill attachments for speed, but at master they are useless because the natural mods from fencer itself cap out the speed.
In other words, you can hit that nitrobutton at master all you want, but you aint squeezin nothing else out of it. They will only help on the trip up to master, but once you get to master, they no longer benefit you. Redline, baby.
