my stun baton can't hurt structures, vehicles, or lairs. can someone lend me a hand?

It's not a bug. A stun baton isn't a bludgeoning weapon, it's basically a stick with some strong batteries in it and a node on the end. You poke people with it and it delivers a stunning shock.
(This is an actual, real life weapon, btw.)
You can't shock a wall or a pile of leaves. A vehicle may be a different story, though, depending on how delicate the electronics are.
I'm also not sure why this is not electricity damage, rather than stun.

Think to yourself that you're smacking things with a Flashlight...heh. It helps a bit, its not a Giant sword so its not made to cut arms and legs off
