So I just got back from a ski trip, and my usual 1.2k per tick bleed 2 (fencer) is like 75 per tick...Is this come kind of sick joke from SOE, or what?

Yep, every DoT except the already overpowered CM poison/disease DoTs got 'balanced'.

Bleeds should not be the crutch for your combat in Fencer, there are plenty of other moves that we have to defeat a target. If you complain that you now can't take on all those Red Con creatures now.. wellthey are Red Con for a reason after all, the Dev's are just making it work properly to their vision.
