As a pikeman transitioning to a fencer, I've never seen me block while holding a one-handed weapon. So I don't think so.

If you are not holding a 1h sword or a pistol, you have a SMALL chance to dodge, but you will not recieve the dodge skill mods you get for being a fencer and/or pistoleer.

Ya, your + dodge modifiers are only effective when you are weilding either a fencer certified weapon or a pistol. Technically, every profession, even architect, has a chance to dodge during battle. However, you'll only dodge like crazy with a pistol or sword equipped.
